News Wrap: Abbott calls 2nd special session in Texas

Greg Abbott called a second special session to approve new congressional maps in favor of Republicans, Erin strengthened into the first hurricane of this year's Atlantic season and at least 280 people are dead after flash floods wreaked havoc on parts of northern Pakistan and India.
