In our news wrap Monday, federal officials say they foiled a bomb plot that was set to take place at several locations in Southern California on New Year's Eve, Washington officials ordered evacuations for three Seattle suburbs after a levee broke and the U.S. says it's offering "Article 5-like" security guarantees to Ukraine as part of talks aimed at ending Russia's war.
